自1978年改革开放以来，几十年时间里，中国长期采取以出口为导向的外向型经济发展模式。据海关总署和国家统计局数据测算，1995年以来，中国的对外贸易依存度长期保持在30%以上。其中，自2001年加入WTO后，该指标更是一路攀升，2006年一度达到60%以上的峰值。
